- Focus on issue has increased exponentially in 2007
- Many large corporations have come out in favor of Federal action
- Congress working though the design and details of a mandatory Federal program
- Legislation unlikely to pass until 2009
- State programs proliferating – California
- On May 31 President Bush announced US proposal to develop new post-2012 framework on climate change
- Plan calls for major emitters and energy users to convene and develop the framework by end of 2008
- 15 nations would participate, including India, China, and Brazil
- Proposal does not include a mandatory cap on emissions – “aspirational goals”

- An additional 23 reduction measures (Group 2) are being initiated that would be worked on over the next 3 years (2007-2009), “with rulemaking to occur as soon as possible where applicable”
- Included in the list of 23 additional measures is the “replacement of high-GWP gases used in fire protection systems with alternate chemical(s)”
